feat(action): add cleanup mode for standalone VPC cleanup

Add an 'action' input to the holodeck GitHub Action to support two modes:
- create (default): existing behavior for environment lifecycle
- cleanup: standalone VPC cleanup by ID for periodic workflows

This enables the periodic cleanup workflow to use the holodeck action
directly instead of downloading a pre-built binary, improving
maintainability and consistency.

Changes:
- Add new action.yml inputs: action, vpc_ids, aws_region, force_cleanup
- Add cmd/action/ci/vpc_cleanup.go reusing pkg/cleanup for VPC deletion
- Update cmd/action/main.go to dispatch based on INPUT_ACTION
- Update periodic.yaml workflow to use NVIDIA/holodeck@main with cleanup mode

Benefits:
- Unified tooling: both create and cleanup use the same action
- No binary downloads needed in periodic workflow
- Consistent error handling and logging
- Easier to test and maintain
