:recycle: Extract BLE functions to dedicated module

Move bluetooth_mac_to_wifi_mac, discover_devices_helper, and
discover_devices from api.py to new ble.py module. This provides
cleaner separation between BLE discovery and HTTP API functions.

- Create edilkamin/ble.py with improved docstrings
- Update __init__.py to import BLE functions from new module
- Add comprehensive tests in tests/test_ble.py
- Remove duplicate test from test_api.py
