Fix dotnet PATH persistence on session resume

When a web session is resumed, the .NET SDK is already installed but
the PATH is cleared. Previously, the script would exit early when
detecting an existing installation, skipping the CLAUDE_ENV_FILE
persistence. Now it persists env vars in both the fresh install and
existing SDK paths, ensuring dotnet commands work after session resume.
