Cache rules by IDs in a map instead of using .find repeatedly (#3588)

Those .find were absolutely dominating the profile when rendering the
rules page with 10k rules. Instead of iterating over every rule for
every rule that gets rendered, build a map when rules change and then
use that to grab the relevant rule to render.
