feat(massEmails): add query for active users DEV-1384 (#6516)


### 📣 Summary
Create an email filter for emailing all users active within a certain
time period.

### 📖 Description
We regard a user as active within  time period if:
1. They were created within that time period
2. They have logged in within that time period
3. An asset they own has been updated in that time period
4. An asset they own has new or edited submissions in that time period


### 👀 Preview steps

1. ℹ️ have a superuser account
2. Create a new user. In a django shell, manually set their date_joined
to over a year ago.
5. In Django admin, create a new email using the
users_active_within_365_days filter
6. In Django admin, export the expected recipients list
8. 🟢 the new user should not appear in the list
9. Login as the new user
10. Re-export the recipients list
11. 🟢 the user should now be in the list
12. Create an asset as the new user
13. In a Django shell, manually set the last_login to over a year ago
14. Re-export the recipients list
15. 🟢 the user should still be in the list (recently updated asset)
