Add pre-push hook for format check using git_hooks package (#248)

* Add pre-push hook for format check using git_hooks package

- Add git_hooks ~> 0.8 dependency for Elixir-idiomatic hook management
- Configure pre-push hook to run 'mix format --check-formatted'
- Configure pre-commit hook to preserve bd/beads auto-flush behavior
- Add BdWrapper module to call backed-up bd hooks
- Update CONTRIBUTING.md with hook installation instructions
- Update AGENTS.md with Dialyzer guidance

This prevents CI failures due to formatting differences between
Elixir 1.18 and 1.19 (particularly for guard clauses).

Closes req_llm-2bl

* Remove BdWrapper - simplify to just format check
