Make lane parameter optional in illumina_metadata

The lane parameter was awkward as required input because RunInfo.xml
is the same file for all lanes in a multi-lane flowcell. The function
operates at the flowcell level, so lane filtering should be optional.

Changes:
- Made lane parameter optional (default None) in function signature
- Updated docstring to document optional behavior
- run_info.json uses lane="0" when not specified
- Sample metadata preserves per-sample lane values from samplesheet
  when lane=None, falls back to "0" if not present
- Updated argument parser to make --lane optional
- Added comprehensive tests for optional lane behavior
- Maintained backwards compatibility for explicit lane values

All 13 tests in TestIlluminaMetadata pass.
