feat: Enhance loading state in RepoListbox

Improves the user experience by consistently showing a
loading indicator during both initial data fetching and
infinite scroll pagination.

*   Consolidates display logic for initial load and fetching
    next page.
*   Adds descriptive "Loading..." text alongside the spinner.
*   Standardizes the dimensions of the listbox content.
