refactor: Move repo listbox field structure

The field structure (`Field.Root`, `Field.Label`, layout components)
surrounding the `RepoListbox` was internalized into the component
itself.

*   Simplifies usage in `SettingsForm.tsx`.
*   Adds conditional rendering based on the `isEnabled` status
    from `useRepos`.
