cleanup; docstrings, build (#17)

* Use https for getting `pybind11_mkdoc`; otherwise, it fails during installation
* pin the `clang` python package to match the installed `LIBCLANG_PATH`
* add nlohmann to include search for docstring check
* update docstrings
* fix CompartmentSets binds
* reduce the number of wheels built; remove manylinux2014 since no longer need compatibility with bb5 and neuron now uses `manylinux_2_28`
