Use Claude's suggested brakeman action

Done! I've updated the workflow to:
1. Run Brakeman and generate both JSON (for PR annotations) and text output (for logs)
2. Continue on error so the workflow doesn't fail if Brakeman finds issues
3. Add PR annotations using the `brakeman-linter-action` that will:
  - Only run on pull requests (`if: github.event_name == 'pull_request'`)
  - Display Brakeman findings as inline comments on the PR
  -Show security issues directly in the "Files changed" tab with file/line annotations

Now when a PR is opened or updated, Brakeman security findings will appear as annotations directly on the PR page, making it easy for reviewers to see security issues in context.
