Make adhoc_tool_test more robust (#22892)

This test writes a file and assumes that it will be 
visible in a subprocess launched immediately after
the write. 

CI apparently consistently wins the race condition, but on
my macos laptop this consistently lost, and the test failed. 
Forcing  a sync is the robust thing to do.
