refactor: Remove deprecated bar chart functionality

The bar chart was removed from the UI in commit 61c518c but the backend
code remained. This commit completes the removal by cleaning up:

- Remove bar chart endpoint from server routes
- Remove chart_projects_bar handler and ChartProjectsBarTemplate
- Remove chart_projects_bar.html template
- Remove 11 bar chart tests from chart_tests.rs

The pie chart remains as the only chart visualization for projects.

Tests: 71 tests passing (was 82 before removing bar chart tests)
