feat: Update total time tracked on dashboard to reflect active filters

- Add dashboard_summary handler to calculate filtered total time
- Create summary_partial.html template for dynamic total time display
- Update dashboard JavaScript to fetch and update total time when filters change
- Total time now reflects period filters (today, this-week, this-month)
- Total time now reflects custom date range filters
- Total time now reflects limit filters (top 90%)

The total time tracked is now dynamically updated via AJAX whenever users
apply or change filters on the dashboard, providing real-time feedback.
