fix(gallery): load small images for thumbnails DEV-1073 (#6454)


### 📣 Summary
Load a quick, small resolution version of an image instead of the full
resolution in the form gallery view. Should speed up load times and ease
server bandwidth

### 👀 Preview steps
1. ℹ️ have an account and a project with uploading images as a question
2. submit some large images
3. go to form gallery
4. turn on network throttling
5. 🔴 [on main] notice that the thumbnails take longer to load
6. 🟢 [on PR] notice that thumbnails are quicker to load
