refactor(consensus): truncate requested blockrefs when fetching transactions (#9141)

# Description of change

In this PR, we truncate the block_refs to the required size when
receiving a request to fetch transactions. This is done in the line of
the header synchronizer, which allows for easy change of the local
parameters without changing the protocol config.
