* feat: add multi-value filters to ListResources api

Extended the ListResources API and related domain logic to support filtering by multiple provider types, provider URNs, resource types, and resource URNs. Updated protobuf definitions, handler, and repository layers to accommodate these new fields, enabling more flexible resource queries.

* Preload Appeal.Resource in ListApprovals query

Added Preload for 'Appeal.Resource' in the ListApprovals method to ensure related resource data is loaded with approvals. This change improves data retrieval efficiency and prevents potential missing resource information in approval listings.

* Update PROTON_COMMIT to latest commit hash

Bumped the PROTON_COMMIT variable in the Makefile from d48853914 to b837b6f77 to reference the latest Proton commit.
