refactor: remove dataflow actors and update package readers

Remove `DataflowActor` and related classes as they are no longer
needed in the project. These included `DataflowActorTests.cs`,
`ActorOptions.cs`, and `DataflowActor.cs`. Transition `PackageSender`
to use a queue for managing send operations with improved async
processing. Additionally, remove all logging from `PackageReader` to
clean up the output. The changes aim to improve performance
and maintainability by eliminating unnecessary complexity and
dependencies (e.g., `System.Threading.Tasks.Dataflow`).
