feat: Add PR cutoff date setting (#53)

* feat: Add PR cutoff date setting

This feature allows users to specify a cutoff date in the settings.
Any open Pull Requests created before the selected date will be
hidden from the list view.

Changes include:

* Implementing the settings form UI using `chakra-dayzed-datepicker`.
* Updating `GeneralSettings` to track the `cutoffDate`.
* Applying filtering logic in the `PullRequestsList`.

* feat: Add helper text to cutoff date

The helper text for the cutoff date setting was previously placed
incorrectly, causing misalignment.

This commit refactors the layout to use a `VStack` inside the `HStack`
to correctly group the date picker, clear button, and helper text
together, ensuring proper alignment with the field label.

* Update src/components/settings/SettingsForm.tsx
