feat: Introduce Settings dialog (#52)

Replaces the standalone `AboutDialog` with a new, tabbed
`SettingsDialog`.

This provides a single interface for user configuration and
information display.

*   Includes tabs for Settings (WIP), About, and License.
*   The About content now explicitly details the required
    GitHub permissions (`repo` and `workflow`).
