Refactor: Replace header rows with table-based layout

- Convert request and response headers from stacked divs to table layout
- Update HeaderRowComponent to render as <tr> elements
- Add table structure (thead/tbody) to popup template headers sections
- Update Component class mount/updateContent to handle <tr> elements properly
- Create temp table/tbody context when parsing table row HTML
- Update all header row tests to use tbody containers
- Fix header row styling with proper table cell alignment

All 304 tests passing, full type safety maintained.
