Cookiecutter update (#356)

### What kind of change does this PR introduce?

* Updates the cookiecutter template to the most recent changes
* Applies new formatting (`ruff`), replacing `black`, `blackdoc`, and
`isort`
* Some development dependency updates

### Does this PR introduce a breaking change?

Sort of. `black`-like formatting is still mostly adhered to, but the
tooling has changed.

### Other information:

The linting checks are stricter now, but this project was already
following good conventions.
