Fix Linux archive permissions: chmod before creating archives

Move chmod +x PublishLinux/rdmp to BEFORE archive creation (was after).
7z correctly preserves Unix permissions in ZIP format, so no need for
Info-ZIP. The issue was just the order of operations.

Verified: 7z on Unix systems stores file permissions in ZIP metadata with
'unx' attributes and preserves execute bits correctly.
