Convert bundle job to Ubuntu and optimize compression

- Convert bundle job from windows-latest to ubuntu-latest (fixes markdown link checker)
- Use 7z with -mmt for multithreaded compression
- Replace tar + 7z with tar | pixz pipeline
- Use single cp -rt instead of multiple cp calls
- Use hardlinks (ln) for plugins to save space
- Fix typo: ddls -> DLLs
- Convert cmd commands to bash
- Replace PowerShell SHA256SUMS with sha256sum
- Remove Perl permission fixing (use chmod in tar pipeline)
