Remove duplicate pull_request trigger from operator-ci workflow (#2185)

The operator-ci workflow was being triggered multiple times on PRs because
it had both a direct pull_request trigger and was also called via workflow_call
from run-on-pr.yml. This caused the operator e2e tests to run twice - once
from the workflow_call and once from the direct trigger when operator CRD
files were modified.

This change removes the direct pull_request trigger, ensuring the workflow
only runs once per PR through the workflow_call mechanism. The workflow can
still be triggered manually via workflow_dispatch.
