ci(releases): more elaborate zulip notifications DEV-914 (#6360)

### 💭 Notes

Previously, if one job failed then it would seem that all jobs have
failed, while in reality some could succeed (merge vs deploy vs
changelog). Let's write more elaborate messages that contains conditions
to write exactly what did and didn't not happen.
