[#122] RWS: Update forms to include inspections questions based on accessible_construction_site

- Changed the ID for the "Settlements" option in the settlements form.
- Updated the "Reticulation" option to include separate entries for "Reticulation (Surface Water)" and "Reticulation (Ground Water)" with new IDs.
- Renamed "borehole_photo" to "borehole_construction_photo" in the monitoring form.
- Adjusted dependencies to reflect the new reticulation options.
- Added new questions and options related to desalination, including inspections and photos.
- Reorganized the order of questions and updated labels for clarity.
