feat(dataCollectors): allow data collectors to submit responses DEV-797 (#6328)

### 📣 Summary
Allow data collectors to add submissions to specified assets.

### 💭 Notes
Treating the submissions as anonymous (ie with an empty `submitted_by`
column) is a temporary measure for the pre-MVP. Eventually we'll have to
figure out a better way to represent submissions from DCs.


### 👀 Preview steps

1.ℹ️ have an account and a project with at least one image
2. In django admin, create a data collector group with at least one data
collector
3. Assign the project to the data collector
4. In redis, get the enketo id with 'get
"or:kf.kobo.local:8080/key/<dc_token>,<asset_uid>"'
5. Log out of enketo if you are logged in
6. Go to http://ee.kobo.local/x/<enketo_id>
7. Submit a response
8. 🟢 [on PR] The response should submit successfully
9. Check the submission table. 
10. 🟢 [on PR] There should be a new submission with an empty
`submitted_by` column
