Implement `--env` arg to init non-default env (#16)

*   If `--env` is specified, bootstrap with the config from the dir provided.
*   Move all internal args to env vars:
    *   Use `EnvVar.var_PROTOPRIMER_START_ID` instead of `--start_id` arg
    *   Use `EnvVar.var_PROTOPRIMER_PROTO_CODE` instead of `--proto_code_file` arg 
*   Introduce `KeyWord` enum to emphasize relationship in names.
*   Re-write `readme.md` with more details and diagrams.
