Improve `--command` execution and escape `venv` properly (#15)

*   Remove `PYTHONPATH` to escape context of the previous `venv`.
*   Make `state_command_executed` and related use `execv` instead of `subprocess`.
*   Implement `log_python_context` to investigate `python` env.  
*   Print `DELEGATE` line on external command execution.
*   Rename: `*Visitor` -> `RunStrategy`.
*   Fix `venv_shell` test by installing `neoprimer`.
*   Propagate `py_exec` via env var.
*   Print `py_exec` in every log entry.
*   Rename: `PROTOPRIMER_DEFAULT_LOG_LEVEL` -> `PROTOPRIMER_STDERR_LOG_LEVEL`.
*   Set `PROTOPRIMER_STDERR_LOG_LEVEL` based on CLI args for subsequent `py_exec`-s.
*   Call `print_exit_line` directly (without a state).
*   Fail entry scripts if `import` fails with bootstrapped `PythonExecutable`.
*   Propagate `exit_code` from `sys.exit()`.
