Fix sequip version mismatch causing missing Perl modules

The Dockerfile was hardcoded to sequip version 0.10 but the conda
package was updated to version 0.11, causing the PERL5LIB path to
point to a non-existent directory. This resulted in sqp_seq.pm and
sqp_utils.pm modules not being found.

Changes:
- Update Dockerfile PERL5LIB to use sequip-0.11 instead of sequip-0.10
- Pin sequip to version 0.11 in requirements-conda.txt
- Add cross-referencing comments to both files to prevent future
  version mismatches
