Add UInt16::reinterpret_as_int16 method with tests

- Adds reinterpret_as_int16 method to convert UInt16 to Int16 using two's complement representation
- This mirrors the existing Int16::reinterpret_as_uint16 method for symmetry
- Adds comprehensive tests covering edge cases including 0, 1, max values, and typical conversions
- Enables consistent pattern for write_int16_le to delegate to write_uint16_le in buffer operations
