refactor: use shared utilities in new.rs (#29)

- Added utils module with reusable command execution functions
- Refactored get_git_author() to use utils::get_git_config()
- Replaced manual command execution in post-generation setup with utils::run_post_generation_command()
- Consolidated git init, mise install, and hk install command patterns
- Reduced code duplication and improved maintainability
- All tests pass with improved code organization
