feat(account): delete account UI DEV-235 DEV-236 DEV-237 DEV-1028 (#6259)

### 📣 Summary

Add option to safely and irreverseably delete account to Account
Settings → Profile. The change is hidden behind feature flag.

### 💭 Notes

Feature flag is `selfDeleteAccountEnabled`.

### 👀 Preview steps

For a regular account:

1. ℹ️ have an account and a project
2. Go to Account Settings → Profile
3. Enable feature
(http://kf.kobo.local/#/account/settings?ff_selfDeleteAccountEnabled=true)
4. 🟢 Scroll down and notice "Delete acount" button is disabled
5. Delete all your projects
6. Go to Account Settings → Profile again
7. 🟢 Notice that "Delete account" button is enabled
8. Click the button
9. Type your username in the field
10. Confirm
11. 🟢 Notice you were redirected to login page

For org owner:

1. ℹ️ have an account that is organization owner
2. Go to Account Settings → Profile
3. Enable feature

4. 🟢 Scroll down and notice "Delete acount" button is disabled
