fix: split service expected checks (#5839)

## Summary

- Changed the integration tests to check for docker container health, as
docker compose takes no action (stop traffic, restart/stop containers)
if they are unhealthy.
- XDS route configuration messages now correctly apply only to pomerium
when running the proxy service
