Add a batch creation method to the base workflow

Why these changes are being introduced:
* Support workflows that require programmatic batch creation.

How this addresses that need:
* Add OPTIONAL method for preparing batch submission assets in
S3 to handle retrieval of metadata files and other resources
and upload to a batch folder in S3
* Add shared method for writing records to DynamoDB

Side effects of this change:
* None
