feat: upgrade to ESLint 9.0 with flat configuration support

- Create eslint.config.mjs with flat configuration format for ESLint 9.0
- Add type: module to package.json for ES module support
- Rename jest.config.js to jest.config.cjs for CommonJS compatibility
- Update lint and test scripts to use new configuration files
- Configure @babel/eslint-parser with decorator support
- Add necessary global variables for Jest testing environment
- Disable max-classes-per-file rule for test files
- Fix unused variable warning in test file
- Maintain 100% test coverage with all 119 tests passing
- Ensure compatibility with existing build process and output formats
