test(logger): add reset and cleanup behavior tests

- add tests for clearAllLoggers removing instances and level map
- add resetDefaultLevel restoring factory default level
- add reset restoring all defaults and appender to console
- verify new instances reflect reset defaults

Rationale:
- document and validate lifecycle utilities for logger configuration
- ensure deterministic behavior across tests and runtime usage
