tests: fix Settings instantiation in test_fetcher.py for CI

- Removed duplicate lowercase keys when constructing Settings in test_fetcher.py
- Use only the uppercase field names (AUTH0_DOMAIN, BACKEND_DOMAIN, etc.)
  to match the Settings model definition
- Fixes ValidationError on GitHub Actions where lowercase keys were ignored
