dev: Use ruff for linting and remove flake8 and isort

 - Add it to the dev dependencies.
 - Configure it to replace flake8 and isort.
 - Fix errors found in Python code:
   - B905 zip without strict
   - SIM108 use ternary operator
   - SIM118 use key in dict instead of key in dict.keys()
   - SIM201 use != operator
   - E741 ambiguous name
 - Add a github action job and a pre-commit hook.
