refactor(web): migrate to go-pkgz/routegroup for better routing

replace plain http.ServeMux with go-pkgz/routegroup for improved middleware
support and route organization. use go-pkgz/rest middleware library for
standard functionality like recovery, throttling, logging, and app info.

- add routegroup and rest dependencies with vendoring
- implement routes() method with middleware chaining
- group API routes under /api with NoCache middleware
- pass version from main.go to AppInfo middleware
- update all tests to include Version field in Config
- maintain backward compatibility with existing handlers
