IGVF-2864 Group and sort sequence file tables (#865)

* Display a basic sequencing-results table without colors, headers, or links. Convert sequencing-file-table.js to Typescript. Move data-grid types to their own file.
* Color alternate lanes. Put links on Accession column.
* Clean up rendering and the column configuration mechanism. Add more columns to the table, but we still have more columns to add.
* Clean up and comment the code.
* Clean up a couple files using DataGrid to use the newly defined types.
* Allow for blank flowcell IDs and lanes. Confirmed ones with missing Illumina read types get put into a separate sequence file table, though it currently has the Illumina Read Type column.
* Convert file-set-file-tables.js to Typescript. Display both Illumina and non-Illumina Sequencing Results tables with the appropriate columns.
* Add seqspecs, seqspec document, and sequencing platform columns.
* Add count of items to both sequencing results tables.
* Paginate Sequencing Results tables without splitting groups across pages. Convert pager.js to Typescript.
* Add a function to extract seqspec files from a file and a list of complete seqspec file objects.
* Display the count of files in the file tables, not the count of files on a single page of the file table.
* Update the lib/files.ts Jest test to get rid of type errors.
* Combine seqspec file and seqspec document into one column of the Sequencing Results tables.
* Display both seqspec files and seqspec document if both are available.
* Add Jest tests with full coverage for lib/files.ts additions.
* Give the flow cell and lane placeholder constants more meaningful names.
* Correct an incorrectly wrapped comment.
