chore(deps): update dependabot ignore list DEV-89 (#6068)

### 💭 Notes

We start keeping a list of dependencies (`.github/dependabot.yml`) that
were not possible to be simply bumped, but rather require some or much
refactor. I've split the list into two grops - deps we don't want to
update, and deps we want to update.
