feat(exports): Add option to filter exports by date DEV-704 (#5934)

### 📣 Summary
Adds the option to choose the export range in the UI. Helps with an
error that can occur on the backend because it was OOM.

Users can select one or more dates, if only one date is selected it will
be treated as "greater than" or "less than" if it is the start or end
date respectfully.

### 👀 Preview steps
1. ℹ️ have an account and a project with submissions taken on multiple
days; the submissions should have some pictures to test against
regression from refactor
3. navigate to "Downloads" (project exports)
5. 🟢 notice that there is a date selector under "advanced settings"
6. Select a date range that covers a subset of submissions
7. Export the data
8. 🟢 notice that the exports only contain data captured during the
selected date range
9. Select a single start or end date
10. Export the data
11. 🟢 notice that the exports only contain data captured after the start
date, or before the end date
12. Select no dates (clear the selection)
13. 🟢 notice that the exports contain all data
14. Select some valid dates that would produce the result in 6.
15. Uncheck the date selector checkbox
16. 🟢 notice that the exports contain all data regardless of what is
selected
17. navigate to gallery
18. 🟢 notice that the gallery date selectors still function as expected
