[chore] improvements to filter & mask conformance test harnesses (#4045)

mainly converting to use rstest and adding more test cases to the
harnesses.

also add "consistency" tests, which check invariants across operations
(e.g., that filter should be equivalent to calling take for the indices
set to true in the mask)
