chore(siteWideMessage): remove unused REST endpoint DEV-801 (#5990)

### 📣 Summary
Remove the obsolete `sitewidemessage` API endpoint, which is no longer
used and not relevant to REST operations.

### 📖 Description
The `sitewidemessage` endpoint was part of the REST API but served no
purpose, as site-wide messages are fully managed via the Django Admin.
This endpoint has been removed to clean up the API surface and reduce
unnecessary exposure.
