Makes RustCrypto dependencies optional (#741)

* Makes RustCrypto dependencies optional

The new `software_crypto` feature allows us to only turn on RustCrypto
when we need it. There is a special feature for ed25519 now so that its
dependency only needs to be used when a user wants software cryptography
AND this particular algorithm.

* Optional `persistant_store`

Also removes optionality from `rand_core`, this was changed by mistake,
and I modified `run_desktop_tests.sh` to catch mistakes like this in the
future.
We can now `cargo check` directly in the OpenSK library. Before, we
always needed `std` because of the persistent store dependency.

* Fixes GitHub workflow
