Fix T_CaseExpr in resolve_numeric_typmod_from_exp. (#3967) (#3979)

We have not handled for common typmod encountering the else condition in T_CaseExpr Node in resolve_numeric_typmod_from_exp. so we are not considering typmod of else expression to calculate common typmod for case expression.

Now we will use select_common_typmod function that we use for case expression in resolve_numeric_typmod_from_exp. we also fix function expression with numeric for the functions that return exact numeric, money and smallmoney.
