IGVF-2792 Fix section directory for JSON display (#842)

* Add `isJson` property to `useSecDir()` custom hook so section directories get rebuilt when switching between JSON and object modes.
* Get full coverage for the section-directory Jest tests.
* Change the highlighting when you select a section to show a flashing blue dot.
* Remove default `isJson` value from `useSecDir()` to prevent if statement from always being true.
* Merge in Tailwind CSS configuration changes from IGVF-2824-optimize-tailwind so I can reject that ticket. The changes are too small to justify in their own ticket.
