Add Prometheus metrics for garbage collector operations

- Add GarbageCollectorOperations counter with operation and result labels
- Track success/error for memorystore_getall, hostname_parse, dns_delete, memorystore_delete operations
- Replace all TODO comments for error metrics with actual metric increments
- Provides operational visibility into GC health and error rates
